Chest compressions will move air in and out of the lungs enough to make a difference.
The first and definitely the most important thing is to call 911 if you see someone collapse. Many times people see something happen and do not want to get involved for a variety reasons. That does not make them uncaring but it only takes a few moments to call 911 and get help on the way. Then, as long as it is safe and if you are trained in CPR, you can start CPR if needed. But whatever you do, do something, please. If someone collapses because his or her heart has stopped or isn’t circulating blood, he or she will die in a few minutes.
